How do you think "persistent staring" is going to be enforced? The purpose of this law is to stop ugly men from interacting with women. Every subhuman is going to be thinking about how he might be reported or arrested for simply talking to a woman. For even looking at her for a second. Think about the power this gives women. There will be no nuance in the way a case is handled. The justice system will always take the side of a women. Ugly men FACE significant bias in the legal system (lookism is statistically worse than racial inequality).
