Heres a little hack ive read up on in studies, 0.05% oxymetazoline or oxymetazoline can constrict your dilated blood vessels

so when somebody has that leftover ugly redness you get this 5-10% OTC nasal spray Called afrin

you do one spray on the areas affected by PIE and it constricts your blood vessels and you will have DRAMATICALLY less redness

there is also studies on this
Split-face, double-blind, randomized, placebo-controlled trial using exactly 0.05% oxymetazoline (Afrin concentration) twice daily for 12 weeks on post-acne erythema. Clinical response rate at week 8 was 40% on the treated side vs 6.67% on placebo (p=0.002). Erythema index improvement was visible from week 2. Patient satisfaction was significantly higher on the treated side (8.30 vs 7.40, p<0.001). No serious adverse events, no rebound effect observed.

NO there is 0 rebound redness from it, theres a 1% chance of rebound redness from RHOFADE which is 1% oxymetazoline which is 20x the dosage of this 0.05% so the chances of getting rebound redness are so miniscule it doesnt matter ( dont be a fucking pussy)

Depends on what your talking about, generally a 0.05% oxymetazoline-1% is the well studied Area so you'd need to be around there to put it on the needed areas

the ugly leftover acne looking marks that linger for months to years and make your skin just look overral blotchy and worse

obviously for rosacea too but in my opinion rosaceas uniform redness doesnt look that bad ( as long as its not severe tomato tier)
