is this caused by a lack of bones or lack of soft tissue? or is it simply because of a lack of sleep?

That's called a tear trough, it's mostly a soft tissue thing, lacking fat in the area, hence solved through fat grafting and fillers. Lack of sleep and facial bloating can make it worse.View attachment 3919444

how much does fat grafting cost? That's called a tear trough, it's mostly a soft tissue thing, lacking fat in the area, hence solved through fat grafting and fillers. Lack of sleep and facial bloating can make it worse.
Retinoids and exfoliation can make it slightly better, but they won't address the underlying issue.

If you have never used a retinoid, I think The Ordinary 0.2% Retinal Emulsion (or something like that was the name) is great, that's the one I recommended to my mom, and she seems to be doing great on it. I personally Differin (which is Adapalene), but my skin is already adapted to retinoids so you may have a harder time if you use that one right away. What are some budget creams I can use?
