is this caused by a lack of bones or lack of soft tissue? or is it simply because of a lack of sleep?

That's called a tear trough, it's mostly a soft tissue thing, lacking fat in the area, hence solved through fat grafting and fillers. Lack of sleep and facial bloating can make it worse.

Retinoids and exfoliation can make it slightly better, but they won't address the underlying issue.

It obviously depends on where you get it, but I think it's usually less than 5k in most cases. I've heard of it being 2-3k in some places, and as much as 10k in others.

That's a lower blepharoplasty with fat grafting/repositioning, very common procedure, I THINK it's gonna be 8-10k, not too sure about prices on that one tho.

What are some budget creams I can use?
If you have never used a retinoid, I think The Ordinary 0.2% Retinal Emulsion (or something like that was the name) is great, that's the one I recommended to my mom, and she seems to be doing great on it. I personally Differin (which is Adapalene), but my skin is already adapted to retinoids so you may have a harder time if you use that one right away.

Overall, The Ordinary one is relatively inexpensive, and it works, whatever you choose tho, do not start with a retinol. You can, but it is very weak, and it will take a LONG time until you see any results (if you see any at all).

It's 20 dollars and will last you a while. Your local Sephora should have it
