There are laser treatments to tighten skin that will do the trick.
CO2 laser is apparently the best but they're not meant to use it around the eyes I believe (you may be able to find a practice that does though). I had Plexr laser for lower eyebags which did make a difference in terms of number of lines under eyes. Depending on how bad your case is you may need more than 1 session.
I naturally have legit 0/10 under eye area though - wrinkles, tear troughs, hollow and dark.
