I was unable to send the full video however here is a screenshot I feel shows my problem the most. There are near grey-purple hueish scales across my undereyes very bumpy I am totally unsure of what to do regarding the issue its possible its just due to the region getting little to no sun and then lacking in health indicators after all these years of abuse however there's gotta be a issue with that theory, coloring is possibly just genetic here, less interesting in that and more in the scale part. The second image shows it in unideal lighting which is how a majority of us live our lives so its most certainly a better reference. Even if there is no solution I haven't been able to figure out what its called nor identify anyone with the same issue. It's possible I am not doing enough research of my own.
