Yeah it mostly has to do with the muscles. Chico has average to plump sizes lips yet when he smiles the top lip disappears, which is partially due to his upper lip already being smaller than the bottom, but mostly due to muscles around the lips

My main point was that the top lip should be significantly smaller than the lower lip in men.
