Unwanted back and chest hair

Looking for a way to permanently remove my back, shoulder, neck, and chest hair.

I've been dealing with an abundance of hair for about 4 years now.
I trim my chest when I know I'll be in a setting where I need to take my shirt off (Pool, Beach, etc) and am sick of planning around it.
In these photos, my neck is shaved; the hair grows so thick and dark that I literally need to shave it every week and a half.

Im 19 and dont have an insane budget. Ideally, I would like a way to remove the hair permanently, at the very least, I want to make it less noticeable.

A good budget way is to buy an at home ipl machine (use it after shaving)

buy a high strength lazer online and do diy lazer hair removal, i wouldn't recommend it for sensitive areas but even if you burn yourself a little bit its not a big deal on chest/back

gonna hurt like shit though so i recommend taking opioids or ketamine before
