Turkey grew its economy by taking loans througout years. Most profitable industry there is Weapons and Construction by far. However if you are smart enough and have enough base you can win practially millions.

Are there any cheap previous third world countries that are now quickly growing into decently rich countries with many good business opportunities and living standards for outsiders?

Vietnam Thailand Philippines in Asia. In Eastern Europe it will depend when this war is concluded but I think Russia and other countries may be nice and affordable.

In Latin America probably Argentina Peru and some other places.
