You're so close. I think you can find the correct answer if you think more carefully.

Cow produces milk, the cat drinks it
Bee produces honey, the bear eats it
What does the 2nd question mean
Both a station and a city?

Bee is a bad analogy, because a cow is 10 times the size of a cat.

meanwhile a bear is 1000 times the size of a bee.
Bee is a more logically consistent analogy, because it's true in general terms. We're trying to find a consistent element here, and the size of animals varies a lot, even between animals of the same species. A cow isn't always 10 times the size of a cat, same thing applies for the bear and the bee. The fact that cats drink milk that's produced by cows, and that bears eat honey that's produced by bees, is an element that doesn't vary as much as the comparaison of different animal sizes.

In short, the concept of production and consumption of food is an all-inclusive element/concept, whereas the size of different animals is a more varying element.

maybe a cow is sometimes 9 times bigger and sometimes 11 times

the fact is, its always a lot taller than a cat

Bee is a more logical answer.

Your analogy is also very ambiguous, because there are many animals that are similarly x times the size of a bear. In other words, it's not a discriminating element, there can be multiple, equally correct answers.

My analogy is strict and unambigious, because there's only one correct answer. What other animal produces a food that bears are known to regularly eat? None, there's only bees that do that.
