Whilst since the mid 2000s, eastern europeans have made literal tech company startup-esque offices with an org chart, and a genuine hierarchical structure you'd find in a real office where the point is literally to card, ransomware, phish western companys/citizens

it probably works the same way here, these russian cracking groups are probably structured as actual companies whilst the western ones are probably a bunch of teens/young adults on a teamspeak call
