Master or Sarge idk messed up with the code when writing the VIP section

Basically sometimes when you buy, you get it. Sometimes you don't it's basically a gamble on a potluck

As sometimes you will be able to get it and sometimes you won't

especially when it comes to frames

Typically stand alone vip always give you the section but when it comes with frames it doesn't

Also I wouldn't really worry about that section since it's always dead anyway
