Only if the problem is hyperpigmentation?

there are different types of hyperpigmentation that can appear in the undereye

One is skin bruising from eczema or other skin issues past or present (what I have) that occur because the skin is quite sensitive and easy to bruise.

The other is structural from bone that has to be changed with fuller or surgery.

I think it has to do with bone structure. You might need like some implants under the eyes or bleph to get rid of them
I don't think so, infraorbital implants and bleph will only create support for this area. Dark circles due to thin skin is a vascular problem, I think only fat grafts can improve temporarily, since over time the fat can be burned or absorbed and the dark circles return
