Want to bulk but I gain fat easy

I want to lean out but I really want to bulk, I have lean arms, broad chest, abs dont show and pretty big legs. problem with my arms is that they are skinny-lean. and my shoulders are small which leads me to believe that its my weight that effects it. (155-158 lbs) should I bulk to gain more mass or should I lean down for more looks and athletic performance?
 
also does leaning down get rid of any love handle fat and belly fat ( I dont have dense fat, but most fat from my body comes from there.)
 
just do a cut but small calorie deficit like 200 or 250. High protein diet and add cardio and take reta if u can and a lot of caffeine
 
If you gain fat easily don't bulk
