Many people consider themselves manlet by being 178cm, and others do not consider themselves manlet by being 174cm, I do not understand.

Country dependent. Ethnicity dependent. Culture dependent. General rule is that anything more than 2.5 inches shorter than average in your specific area is "short". Otherwise, you'll be fine.
