We need a good rating system

Why doesn't org have a predetermined rating system, i always thought that the system was:
Sub3 0-3/10
Sub 5 3-4.9/10
Ltn 5-5.9/10
Mtn 6-6.9/10
Htn 7-7.9/10
Cl 8-8.9/10
Chad 9-9.9/10
True Adam 10/10
And now I find out that many people disagree, does someone know which rating system is the original?
