You have to get a lot of people to complain to the web host to get it taken down, and the web hosts are often reluctant to do so if the site generates a lot of web traffic.

Fair enough. I see your point. The first two guys are shitty people who should face consequences, but its not the forums responsibility to ban these people. It’s the responsibility of law enforcement and the legal system to hold these guys accountable, not us. As for the case of James Sapphire, you usually can’t be convicted for making threats like that unless there is evidence to suggest you had malicious intent and were going to actually act on those threats. I highly highly doubt James Sapphire will actually face charges for what he said online.
