Why would it be too late? I guess if you wanna induce some puberty like changes then it could be a little late but 18 is still young. And messing with roids and puberty without expert doctor supervision is risky.

Only bone age matters, if he is a late bloomer he can have a bone age of 16-17 even if he is 18.

With late bloomer I mean first voice changes at 14-16

Also I highly doubt taking test will do a big difference to your face, same with hgh. Its all genetics, taking them will just take you there sooner.
