14-16 would be ideal because average girl reaches tanner stage 5 at that point so they would be 100% fully developed. 14-16 would mean highest amount of collagen so its ideal. only difference between 14-16 vs 17+ is just they lose more collagen.

The slight loss in collagen at 17-19 wouldn't warrant the lack of development at 14. The average female plateaus in development at 15.5.

Late teens in most cases, with early 20s a close second. There are some individual exceptions where certain facial geometries will look better with fat distribution changes and/or slight reductions in collagen that happen with age.

I think Miranda Cosgrove is an example of a woman whose prime is 24-28 (just exiting her prime now) rather than late teens.
