You're probably "boyfriend material" aka just a boring guy with no edge and you're just playing it safe so they will make you wait.
You are not going hard enough during dates, and don't escalate it. If she's not ready for sex, but you are already making out, wait a bit and try a few minutes later after talking a bit, if she rejects it again, pull away and be colder towards her, stop cuddling and touching, talk a bit and try again.
