What do you really expect as an answer? For the most part, its an immutable trait. The best you can do is topical DHT (andractim) cream and/or a clavicle lengthening surgery ($25k-$50k). Its just one of those traits that really isn't that fixable given really bad proportions. the surgery probably wont be worth it, anyways, though (example below).

Hips are cope in the real world. It’s mostly about upper body size. Small hips and a straight middle body is a good bonus but if your shoulders are small it won’t matter.
