There is no bullet proof answer, and if there were I would not share it on the interweb. I am assuming you are white because black men are treated like royalty in US and rarely leave. Depending on your particulars you can limit your search to eastern europe, Costa Rica, Thailand, Vietnam, Mexico City, Columbia, possibly some parts of Argentina or Brazil.
