What are the most effective surgeries when it comes to increasing PSL by several points?

All come to mind. Are these the only ones that can easily give someone several PSL points? Like 2-3

No. Within the right movements, it's always beneficial. Just rotation shows the biggest improvement.

how do u tell if rotation in needed lol.

Short face syndrome (looks like face is eating itself almost) for clockwise rotation and obvious signs of downward growth (downward mouth look or downward grown mandible). Like what a poster above said, occlusal plane will show in a CEPH, but it's pretty easy to tell just from a picture.
