What does the requirements needed to apply this rule? What are the prerequisites?

I see people who are clearly a net negative and whose sole purpose is to ragebait people and incite conflict or troll.

I'm not talking about people who make their bait threads in their own corner Without imposing their crap on others , but people who go as to harass others in their threads.
