What are the requirements to get obvious IOI’s?

What would you say is the minimum SMV to get IOI’s from at least average looking girls?
For example I’m 6’2” (frauding to almost 6’5” when going out), good frame, average face.
I sometimes catch girls checking me out / trying to hold eye contact but it’s never really obvious imo or I’m just retarded and don’t see it.
