What are the requirements to have a good ass?

I have quite noticiable posterior hip bones, which takes away the attention of my back, and I think they hold me back from ever having an ass. I'm talking about this:

Between these bones is also a bit protruding, and it makes my already non-existent ass look even more smaller.
Are there any surgeries I could do to reduce them?
