That's how a lot of Japanese anime, tv shows and video games are - lots of filler and yapping, without much happening, although I think it's part of their culture and customs, they tend to do a lot of meaningless small talk, they pick some random unimportant subject, make an observation about it, the other person repeats what was just said, makes another pointless observation and so on...

amazing show. pain arc is top tier tbh. the war arc especially when madara is revealed is also really good
