Its never over ur the case of late bloomer i recommend you go to the doctor and check your bone age and ask about if ur puberty has started if it hasn't just wait there is guide on puberty maxxing maximise it as much as you can i do recmoned eat in a callories surplus where nutrition plays a role during development once u finish puberty go in a cut with reta and if u have long midface dont get too lean but if u have flaws fix it with surgery with your saved up money.
