What can I do to meet women?

Im a student, i have maxxed all my features, im good looking, except maybe the hair that's it's too long and i have a hard time taking care of it and i only talk with 1 girl but she lives far away, it's like a friend.
I go to engineering school so there are not almost women there, what can i do to meet women? I tried in foreigner dating apps and i got really good numbers, obviously it's useless cause they live far away. i haven't tried here yet where im living.
HOW DO YOU DO IT?

Generic answer, but dating apps are the way to go for young men unless you have a social circle. It is hard to cold approach women in public places. They might think you're a "creep". So Tinder it is.

it's nowadays:
1- dating apps
2- parties
3- by friends
4- working


So i guess i need dating apps for sure and extremely good pictures.
I also need some friends to go out and build a social circle of men/women to hang out.
That would be the best path i think

yeah, but it's hard to build a social circle, im not sure how to do it. I don't get along with most people
