Get to like 14-17% bf and remain there for the rest of puberty ideally and exercise + eat healthy. if you dont lose baby fat within like 3 years, you don't have a baby face. You have a face that is recessed, so there are no bones to push outwards and that makes you think that you have shitty fat storage or what not, but that isn't true for the vast majority of people and you most likely included. since ur 14 unironically mew and hope for zygos.

estrogen, bad bones, ROUND bones (you can have high bone mass cheekbones and round jaw)
BUT it is fine to have round face at 14
