What Causes a Downturned Medial Canthus?

Is it determined by the shape of the orbit? A muscle/tendon?

Underdeveloped Upper Maxilla and Zygos in most cases

Zygomatic doesn’t comprise the medial side of the orbital floor, which is where the medial canthus is. I think the maxilla does determine it but I wouldn’t say it’s underdeveloped or weak. I think there’s a groove/depression in that area that people with downturned medial canthi have.
