They went through dozens of famines and other disasters in their history, short people require less food and are more likely to survive when food is scarce. Putting fat on the body very fast also helps them survive when they can find food, and used the stored fat later when they don't have food. This is a problem now when food is plenty, because they will immediately put on weight on their belly.
