What causes low set brows?What kind of surgery would achieve that?

Do low set eyebrows relate to the anatomy of the brow bone and ridge? When people talk about supraorbitals is this what they refer to or is it something else? What is different in a person with very low and one with very high eyebrows? If it is the brow bone is there even a surgical way to lower that? Only thing I can think of are implants at best. I do not think osteotomy in this area is at all possible tbh but not sure. When I touch above my eyes I can still feel my eyeball jfl. What would happen if my browbone would get lowered into that? Does that mean my eyes are too protruding? Fuck this seems complicated to me jfl
