What causes PCT in eyebrows?

Is it purely due to the fact that your supra orbital rims tilt upwards contrary to downwards? And are PCT eyebrows more ideal than Neutral tilted eyebrows?

PCT eyebrows are a lot more striking. Saves Ballou's eyelids completely. It can look a bit autistic though if you're ugly.
