Of course there is, the proportions between jaw, zygos and temples (moon face) play the biggest role in the direct appearence of a round face but also brachycephaly, facial depth, sphere-like bones (particularly frontal bone, zygos and gonions) etc.
What I always first notice and correlate with round neotenous looking faces is brachycephaly, a more detailed understanding of phenotypes would help you to more easily reduce and categorize people with different skull patterns
