What causes some countries to have mafias while others don't?

Like look at Spain vs Italy for example, what's the reason the former doesn't have mafias (of their own), while the latter is notorious for theirs, like what's the difference? Same with Albanians, Russians, etc.

first you have to ask yourself how mafia originated
I'm not familiar with spain's history but Italy history was troubled, mafia probably started in Sicily when they transitioned from feudalism to capitalism but it became a serious issue after Sicily was unified with Italy
did the goverment try to wipe out the first gangs? were they successful?

and if you talk about american-italian, well spaniards didn't emigrate in America as much and the other ethnic groups that did weren't as marginalized in society (except the Irish)
