What causes some people to have short mandibles?

Take this Tom Cruise looking mf. He has a long ramus but short mandible giving him that recessed look. What causes that? Most recessed people I see look recessed due to short ramus.

I'm just going to say it's his parents mandible size that caused his to be small, not environment

I seen a mother and son in the shop today and the son looked about 17
The mother had and son both had the same pheno, relatively forward maxilla with upturned nose but weak mandible by comparison
I'm beginning to think more and more that development theory is largely cope
