As you can see I'm aready pretty gl (I have blue eyes, decent bones etc) but what can I do to achieve the look in the picture below, is it even possible to do without surgery?

Its all in the eye shape man. I too have experimented with the Star filter on faceapp and essentially you need a more sharp eye shape.

Hmm fillers seem good, quick question. I have decent profile but It could be close to perfect if my nose tip was tiny bit smaller. Is there non surgical way to do that?

No I don't think so with softmaxxing, not anything that I know of
