No, he definitely needs mandibular advancement. You can clearly see the lower lip lags behind the upper lip (indicative of mandibular retrognathia), his whole mandible and chin needs to be moved forward, and his mandible is downgrown

This is how he would look with lower jaw surgery, moving the whole lower third forward including the lips is necessary.

your right in the fact that his mandible is recessed, I was wrong there because of how shit the photo is but a chin implant is not good. Implants are easy to get fucked up with, maybe less likely in the chin but still.
