This is the Basilic vein that starts from the elbow region and usually terminates at the wrists in most of the people but I've seen people whose Basilic vein terminates before the wrists.
What exactly determines the length of this vein?

I tried searching on the internet and it says that it majorly depends on the where it joins with another vein. So if it joins at a relativsly proximal position it will appear longer. While if it joins at a relatively distal position it will appear shorter.

Can you explain it with reference to a picture?

The basilic vein joins with the brachial veins to form the auxillary artery. If it joins mid arm it appears shorter. However if it joins after the mid arm say closer to shoulder then it appears longers. You are visualising it the opposite way. It appears longer when the vein joins near the shoulder not near the vein. I think the wrist thing has to do with other factors
