It depends on what you mean by downward growth. If you mean downswing, no, but the maxilla does grow downward along with every other direction. You can have a tall skull and low gonial angle, like Maher.

Because vertical growth and downwards growth are two separate and even conflicting things, vertical growth is the height of the facial bone mass, whereas downwards growth is bone mass grown at a downwards angle. And actually the posterior maxilla not growing vertically enough can drive the growth downwards and end up in the high gonial angle mouth breather look.
