No. You can appeal a single ban but he happened to be banned 3 times, all of which he appealed, but his appeal was denied for the most recent one, the dox.

There are some offenses that lead to permabans, and some you can appeal.
You get permad for being a pedo, for example.
You won't get unbanned immediately if you DID actually do the thing you were banned for.
