First, use a colour corrector. If you have light-medium skin, then peach/orange. If you have deeper skint ones, orange/red.

Then skin tone concealer/foundation over it.

If the shadow is quite mild then a high-coverage concealer matching it may be enough. But the issue is often blue/grey undertones from hair beneath the skin. So colour correction would usually work better, compared to piling on more concealer.
