What do people mean when they say "there is nothing behind someone's eyes"?

As we know, eye area determines how your character will be percieved to a great degree.


That being said, when someone "has nothing behind his eyes", does that refer to a specific combination of eye area characteristics (PCT/NCT, under/upper eye exposure, eye color....) or something else?


My guess is that it has something to do with the dryness of the eyes and their reflection, and that psychos and people alike don't blink enough.
