What does a disabled account mean?

one of my good friends has gotten his account disabled now I’m NOT posting this on behalf of muh banned user

I haven’t heard of users being hard banned aka not being able to access the site but forum saying they are disabled but there profile looks normal?

my screen was black

and couldn't access the forum ( only from my pc tho ) but i dont think it was hardban
