Usually they're talking about the govt. Government as well as the infrastructure that's directly controlled by it.

Money becomes worthless and can't pay police/soldiers with it, people in power are not credible or not as credible as some other organization, creditors stop lending to the government because they fear they won't be paid back.

I think in Somalia basically what happened is local warlords took over and despite it being anarchy stuff got better (telecom infrastructure improved, less violence, etc.)

So a government collapsing is not necessarily bad because it means you got to a point where their governing was so dogshit that anarchy was preferable.
