A lot of them infact do, kashmiris in general have better bone structure allhtough they are not very lightskinned on average.
True they are not usually super pale, but do have better bones structures than any other north Indian along with lighter features. Jatts and gujjar are the same but they tend to be shitskins and have average/bad eye area.

Nope, i have been to both Rajasthan and punjab. They both have high percentage of meat eaters especially Rajasthan, although they have gone down int he past 70-80 years. A decent amount of people still consume meat there.
