What tint should I dye to. Also tryung to get more tan atm btw

Eyebrows brown or dark brown if you're blonde.

It's recommended rather than going straight to jet-black because you can see if darker shades suit you better without going all out.

Eyelashes jet-black.

While you can get away with not having exactly jet-black eyebrows as long as they're dark, black eyelashes are always preferred for contrast and to make your eyes pop.

rn I would say youre hltn but if you dye your hair and eyebrows and self tan or go outside alot you could for sure reach mtn to hmtn

Invest in a Self tanner. I live in germany there isn't alot of sun and I got one like 2 weeks ago and have since looked way better.
