You don't have any hard failo. You're let down by your long philtrum (good luck fixing that), NCT and lips. Your eyes are fixable, the rest not so much, the risk of getting botched is high.

Can’t a lip lift fix the philtrum and improve my upper lip? I know of a really good eye surgeon who does canthopexy too

I haven't seen a single male lip lift that actually improved something, while looking natural. It's anecdotical at best. That, and the fact that young peoples get visible scarring from the procedure.

I'd say just get your eyes fixed.
