Grow the hair + lose fat (very important).
Please, for the love of god, look into topical minox for your eyebrows. You NEED that shit. (no hate).
Then maybe look into what haircut will suit you. But if you want an answer for now, you seem young so something like the mod cut would be popular.
Grow your hair till it's long enough to cover the top of your ears, go into a salon, and ask for a mod cut with texturizing, etc. (DYOR on what would work best for your hair type).
